Thomas F. Ashburn, AICP

Mr. Ashburn is an owner and principal with Nexgen Land Planners, Inc. He has nearly three decades of planning, zoning, and land development experience. He has diverse local government experience from his work as a city staff planner in Arizona and Florida and as a planning director for cities in Wisconsin and Missouri. During his time in the public sector, Mr. Ashburn developed new zoning ordinances, comprehensive plans, sign codes, and strategic plans as well as reviewed development applications and advised boards, commissions, and councils.

During the past 11 years in Florida, he has prepared applications and secured approvals for Comprehensive Plan amendments and rezonings including a Progress (Duke) Energy nuclear power plant. He has prepared expert planning analyses for over 225 eminent domain and litigation cases throughout Florida for both the condemning authorities and private landowners.

Mr. Ashburn has in-depth knowledge of Florida regulations and policies related to comprehensive planning, zoning, administration, and land development regulations. The focus of his work today is litigation and eminent domain matters. He has been qualified as an expert in Florida, providing expert witness testimony on land planning and development matters. He has been a certified member (008037) of the American Institute of Certified Planners (AICP) since 1990. Mr. Ashburn holds a Bachelor of Arts degree in Geography from the University of Chicago and a Master of Science degree in Urban and Regional Planning from the University of Wisconsin.
